Delaware Health Insurance Broker: Compare 2027 Highmark and AmeriHealth Plans With a Registered Nurse
Two carriers, a returning subsidy cliff, and a statewide rate increase make 2027 a year to compare carefully. Check your doctors, your prescriptions, and your tax credit before you pick a plan in New Castle, Kent, or Sussex County.
An independent Delaware health insurance broker compares every 2027 Marketplace and off-exchange plan from Highmark Blue Cross Blue Shield and AmeriHealth Caritas Next. Licensed broker and Registered Nurse Coleen Vache checks your doctors, medications, and tax credit eligibility, then enrolls you. Your premium is the same as buying alone, and her help costs nothing.
What Changed for Delaware Health Insurance in 2027
Ambetter Members Must Choose a New Plan This Fall
Celtic/Ambetter is leaving the Delaware Marketplace when 2026 ends. If you have Ambetter coverage now, it will not renew. Pick a Highmark or AmeriHealth Caritas plan between November 1 and December 15, 2026 to avoid a gap on January 1. Aetna already left the Delaware Marketplace at the end of 2025.
Before you switch, check that your current doctors and prescriptions are in the new carrier's network and drug list. That review is the first thing Coleen does with Ambetter clients.
What the 2027 Plan Lineup Looks Like
According to the Delaware Department of Insurance, Highmark will market 16 comprehensive Marketplace plans and one catastrophic plan that includes three primary care visits, with HSA-compatible options and connected vision and adult dental coverage. AmeriHealth Caritas Next will offer 9 Marketplace plans, promoted as not requiring referrals.
Both carriers also sell off-Marketplace individual plans (20 from Highmark, 13 from AmeriHealth Caritas) with rate increases in line with their Marketplace plans. Off-Marketplace plans follow the same ACA rules but cannot receive federal tax credits.
What Changed for Delaware Health Insurance in 2027
Individual and Family ACA Health Plans
Bronze, Silver, Gold, and catastrophic plans from Highmark and AmeriHealth Caritas Next. Every plan covers pre-existing conditions, preventive care, maternity, mental health, and hospital stays, and you can apply your premium tax credit if you qualify.
Delaware Dental Insurance Plans
Delta Dental and Dominion Dental both file Delaware individual dental plans, including pediatric options. Cleanings and exams are usually covered early. Fillings, crowns, and other major work often have waiting periods or yearly maximums, so check those before you buy.
Vision Care Coverage
Standalone vision plans cover yearly eye exams, lenses, frames, and contacts at local optometrists. Some 2027 Highmark health plans connect vision coverage, so compare before buying a separate policy you may not need.
Accident Insurance
Pays cash to you after a covered injury, such as a fracture, ER visit, or sports accident. Use the money toward your deductible or household bills while you recover. It supplements a health plan and does not replace one.
Critical Illness Insurance
Pays a lump sum when you are diagnosed with a covered condition such as a heart attack, stroke, or invasive cancer. Benefits go to you, not the hospital, so you decide whether they cover treatment, travel, or the mortgage.
Telehealth Doctor Access
See a licensed physician by phone or video for common illnesses and get prescriptions sent to your pharmacy. Every ACA plan must cover telehealth, and standalone telehealth memberships can help people between plans.

Marketplace, Off-Marketplace, and Short-Term Plans in Delaware: How They Differ
Delawareans enroll in Marketplace coverage through HealthCare.gov. The state’s Choose Health Delaware site explains the options and sends you to HealthCare.gov to apply, and a licensed broker can enroll you directly.
| Feature | Marketplace ACA Plans (HealthCare.gov) | Off-Marketplace ACA Plans | Short-Term Plans |
|---|---|---|---|
| Pre-existing conditions | Covered. No health questions. | Covered. No health questions. | Health questions; past conditions can be excluded or the application declined. |
| Premium tax credits | Yes, for eligible households from 100% to 400% of the poverty level. | No. | No. |
| When you can enroll | Open enrollment or a special enrollment period. | Open enrollment or a special enrollment period. | Any time, if the insurer accepts you. |
| Length of coverage | Calendar year, renewable. | Calendar year, renewable. | Three months maximum in Delaware, with no back-to-back renewals. |
| Essential health benefits | All ten, including maternity, mental health, and prescriptions. | All ten. | Not required. Many exclude maternity and mental health. |
When an Off-Marketplace Plan Makes Sense
If your household income is above 400% of the poverty level, you get no tax credit either way. Off-Marketplace plans can then offer a network or design that is not sold on HealthCare.gov, with the same consumer protections. Coleen prices both side by side so you see the full cost before you choose.
A Caution About Short-Term and Non-Compliant Plans
The Delaware Department of Insurance warns consumers about non-compliant alternative health plans sold as cheaper substitutes. Short-term plans can bridge a gap of a few weeks, but they are capped at three months in Delaware and are not a replacement for year-round coverage. Ask any seller whether a plan is ACA-compliant before you pay.
Delaware Health Insurance Subsidies in 2027: Tax Credits, Cost-Sharing Help, and the 400% Cliff
Most Delaware Marketplace enrollees still get help. More than eight in ten were eligible for premium subsidies during 2026 open enrollment, and about 23% received cost-sharing reductions. The people hit hardest are those just over the income cap.
| Household income (share of poverty level) | What you can get |
|---|---|
| Up to 138% | Delaware Medicaid (Diamond State Health Plan) for adults under 65. Children qualify at higher incomes through Medicaid or Delaware Healthy Children (CHIP). |
| 100% to 250% | Premium tax credit plus cost-sharing reductions on Silver plans, which lower deductibles, copays, and out-of-pocket maximums. The savings are largest at the lower end of this range. |
| 250% to 400% | Premium tax credit only. Bronze or Gold may beat Silver depending on your expected care. |
| Above 400% | No federal tax credit. You pay the full premium on or off the Marketplace. |
What the Subsidy Cliff Looks Like in Delaware
The tax credit no longer phases out gradually at the top. A household just under 400% of the poverty level can still receive help, while a household slightly above it pays the full premium. A raise, a bonus, or a strong year in a small business can be enough to cross that line.
Because Delaware uses a single statewide rating area, age is the biggest driver of the full premium, and older early retirees feel the cliff most.
Self-Employed? Your Tax Credit Depends on Your Modified Adjusted Gross Income
Marketplace eligibility uses modified adjusted gross income, not gross revenue. Business expenses, the self-employed health insurance deduction, HSA contributions, and pre-tax retirement contributions such as a SEP IRA can all lower it. For people near the 400% line, those moves can decide whether a tax credit exists at all.
Two common mistakes come up again and again: skipping the financial help question on the application, and underestimating income, which can mean paying back advance credits at tax time. Coleen walks through your income estimate before you submit. Talk with your tax preparer about the deductions themselves.
Why Work With an Independent Delaware Broker Who Is Also a Registered Nurse
The Delaware Department of Insurance encourages residents to work with official navigators or a verified insurance broker. What a nurse-broker adds is clinical judgment about how a plan will actually work when you need care.
Clinical Review of Your Plan Options
Coleen holds an active Registered Nurse license (R0092283). She reads drug formularies, prior authorization rules, and specialist access the way a clinician would, so your plan fits the care you actually use, not just the monthly price.
Both Delaware Carriers Side by Side
A captive agent sells one company's plans. As an independent broker, Coleen compares Highmark and AmeriHealth Caritas Next, on and off the Marketplace, along with dental, vision, and supplemental options.
Help After You Enroll
Network changes, confusing bills, and prior authorization denials happen mid-year. You call Coleen directly instead of waiting in a call center queue, and she helps you sort out what the plan should pay.
Delaware Protections Worth Knowing
Delaware caps monthly out-of-pocket costs for insulin and for specialty drugs on state-regulated plans, which include Marketplace plans. The state also runs a reinsurance program that lowers full-price premiums for everyone in the individual market.
The federal No Surprises Act protects you from most surprise out-of-network bills for emergency care and for certain care at in-network hospitals. Coleen helps clients spot bills that should have been covered under these rules.

How Coleen Checks Your Network
She looks up each of your doctors in the carrier’s current directory, confirms the hospital where your doctors admit patients, and checks your prescriptions against the plan’s drug list and tier.
If your surgeon operates at Christiana Hospital or a Bayhealth campus, both the surgeon and the facility need to be in network. A plan that covers one but not the other can leave you with a large bill.
New Castle County: ChristianaCare and Nemours Children's Health
Residents of Wilmington, Newark, Bear, and Middletown rely heavily on ChristianaCare, including Christiana Hospital, Wilmington Hospital, and the Helen F. Graham Cancer Center and Research Institute. Families with children usually want Nemours Children's Hospital, Delaware in network. ChristianaCare's published insurance list includes Highmark Blue Cross and AmeriHealth Caritas Next.
Kent County: Bayhealth in Dover and Milford
Dover, Smyrna, Camden, and Milford residents use Bayhealth Hospital, Kent Campus and Bayhealth Hospital, Sussex Campus. Confirm that both your primary care practice and Bayhealth are in network for the specific plan you choose, since planned surgery and imaging are where out-of-network bills tend to show up.
Sussex County: Beebe Healthcare and TidalHealth Nanticoke
Beebe Healthcare serves Lewes, Rehoboth Beach, and Georgetown, and TidalHealth Nanticoke serves Seaford. Many Sussex residents also see specialists in Salisbury, Maryland. Early retirees here should also plan how their coverage will transition to Medicare at 65.
Working or Seeing Doctors in Pennsylvania or Maryland
Highmark's my Blue Access Select PPO uses the national BlueCard network for care outside Delaware. Starting in 2026, Highmark stopped covering out-of-state providers that are outside BlueCard, except for urgent or emergency care. If you see a doctor in Philadelphia or Salisbury, Coleen confirms that provider is BlueCard-participating, or in the AmeriHealth Caritas network, before you enroll.
Health Insurance Help Across New Castle, Kent, and Sussex Counties
New Castle County
Wilmington, Newark, Bear, Middletown, and Hockessin. Many residents commute to Pennsylvania or Maryland, so out-of-state network access and ChristianaCare participation usually lead the conversation.
Kent County
Dover, Smyrna, Harrington, and Milford. Self-employed workers, small business owners, and families moving off Medicaid often need Bayhealth access at a manageable premium.
Sussex County
Georgetown, Lewes, Rehoboth Beach, Millsboro, and Seaford. Seasonal and tourism workers, farmers, and early retirees near the subsidy cliff need Beebe or TidalHealth access and careful income planning.

Delaware Health Insurance FAQs
These answers cover the questions Delaware residents ask most about broker costs, tax credits, hospital networks, enrollment deadlines, self-employed coverage, and supplemental plans. Each answer reflects 2027 plan year rules as of October 2026. If your situation is unusual, a short call with Coleen Vache will get you a precise answer.
Working with an independent health insurance broker costs zero dollars. Insurance carriers pay commissions directly to licensed brokers. Plan premiums, deductibles, and tax credits remain identical whether you enroll through a broker, directly on HealthCare.gov, or through a carrier website.
Federal premium tax credits lower monthly health insurance costs for Delaware residents earning between 100 percent and 400 percent of the federal poverty level. The enhanced subsidies that extended help above 400 percent expired after 2025, so households above that level no longer qualify. Households up to 250 percent can also lower deductibles by choosing a Silver plan.
Highmark Blue Cross Blue Shield Delaware offers broad PPO plans, such as my Blue Access Select. AmeriHealth Caritas Next offers plans that do not require referrals. Hospital and doctor participation with ChristianaCare, Bayhealth, and Beebe Healthcare can change from year to year. Always verify provider directories before you submit an application.
Delaware does not enforce an individual coverage mandate. The state assesses no tax penalty for going without health insurance. While neighboring New Jersey charges uninsured residents a state tax penalty, Delaware does not penalize taxpayers. Going without coverage still leaves your personal savings exposed to major hospital bills.
Affordable Care Act marketplace plans provide guaranteed-issue coverage with pre-existing condition protections and federal subsidies through HealthCare.gov. Off-exchange ACA plans follow the same guaranteed-issue rules but do not offer federal tax credits. Short-term plans, which Delaware limits to three months, are the policies that require health underwriting. Off-exchange plans mainly serve individuals whose household earnings exceed federal subsidy thresholds.
Open Enrollment for Delaware individual and family health insurance runs from November 1 through January 15 each year. Enrolling by December 15 ensures coverage begins on January 1, while individuals experiencing qualifying life events can enroll year-round through a Special Enrollment Period.
Self-employed individuals, independent contractors, and small business owners in Delaware qualify for marketplace subsidies based on net business income. Calculating business deductions from gross revenue lowers countable household income on HealthCare.gov. Enrollees can also pair qualifying plans with Health Savings Accounts to reduce taxable income and protect family assets.
A health insurance broker with an active Registered Nurse background evaluates insurance plans from a practical clinical perspective. Nurse brokers examine prescription formularies, prior authorization requirements, and hospital admitting privileges to confirm that recommended policies deliver appropriate medical access during real health emergencies.
High deductible health plans require Delaware families to pay substantial medical bills before insurance coverage begins. Supplemental accident and critical illness policies pay lump-sum cash benefits directly to you after covered injuries or major diagnoses. You can use these cash payments to cover hospital deductibles, physician copays, or monthly household bills.
Delaware residents can schedule a free, no-obligation consultation by calling (405) 227-8405 or booking an appointment online. Coleen Vache reviews your current doctors, medications, and budget, calculates your marketplace subsidies, and completes your application across New Castle, Kent, or Sussex County at zero cost.

Coleen is fantastic! She made the whole buying insurance which to me is extremely complicated not feel that way. I am a travel nurse that wanted longer time between contracts and Coleen made every step of the way incredibly simplified and easy to understand. On top of the ease she provides excellent customer service the pure availability of being able to text her to ask questions about my policy whenever one came up was impeccable! It’s like you are talking to your own personal insurance friend she is so easy to talk to and personable. I have and will continue to recommend her to anyone that needs health insurance!!!!Posted on Google![]()

Coleen was excellent with keeping in touch and keeping me one step ahead during this whole process. She is very knowledgeable in her field and she is VERY easy to work with!! I would definitely recommend Coleen for any of your health insurance needs. I was new to the private health insurance world and Coleen made everything very easy for me to understand and was amazing with answering all of my questions (no matter how silly, crazy, or just a garbled mess they were when I tried to ask them). Please know that I am not affiliated with Coleen in any way (except for buying health insurance through her 😁), I am just a very happy customer who was overly pleased with the service she provided me!
